Port-au-Prince, 14 July 2025.- In the context of a shortage of specialized professionals and the challenges of underdevelopment, the National Education Fund (NEF) is launching the STIMM fellowship programme (Science, Technology, Engineering, Mathematics and Medicine). Intended to train a Haitian scientific elite abroad in the most critical areas, this ambitious program focuses on excellence, return to the country, and long-term strategic impact.
On Monday, 14 July, the National Education Fund (NEF) officially announced the launch of the STIMM Excellence Scholarship Program. This high-level initiative is designed to address an urgent need: to fill the critical gap in technical and scientific expertise in the country's strategic sectors. By building on the training of young Haitian talents internationally, the FNE intends to build a generation of highly qualified professionals ready to meet the challenges of national development.
Targeted strategic sectors
Public health, engineering, cybersecurity, digital, artificial intelligence, applied mathematics, modern medicine... These are vital areas in which Haiti suffers from a cruel shortage of specialists. The STIMM programme reorients public investment in education towards these high value-added sectors, while ensuring the effective return of beneficiaries to the country.
Strong commitment to serving the country
STIMM grant recipients will be selected according to strict academic merit criteria (with a minimum average of 8/10), motivation, and civic engagement. They will sign a contract requiring them to return to work in Haiti at the end of their course, in order to put their skills at the service of the country. They will also play a role in mentoring and transmitting knowledge to future generations.
A response to the imbalance between training and employment
In Haiti, many graduates from the social sciences and humanities struggle to find a job, creating an imbalance between the educational supply and the real needs of the market. Through this programme, the NEF aims to rebalance national priorities: stabilise qualified youth, limit brain drain and permanently anchor scientific excellence in the country's socio-economic fabric.
A long-term vision, strategic partnerships
The STIMM programme is part of both national and international cooperation. It will be implemented in partnership with several ministries, local and foreign universities, as well as private sector actors. The objective is clear: to create a Haitian scientific elite capable of responding to tomorrow's challenges in a sustainable, fair and sovereign framework.
