Port-au-Prince, 1 July 2025.- In an open letter addressed to the Caribbean Community (CARICOM) and the Organization of American States (OAS), the organization Agissons pour Haïti (APHA) expresses its deep concern at the continuation of political negotiations involving some controversial actors on the Haitian scene. According to her, personalities suspected of involvement in the proliferation of armed gangs or in the heinous assassination of former President Jovenel Moïse cannot be part of the solution.
Published on 1 July, the document calls into question Mr André Michel, figure of the Agreement of 21 December, and the EDE party led by Mr Claude Joseph. APHA recalls that he was Prime Minister at the time of the assassination of President Moses, a crime still surrounded by serious suspicions.
« The fact that such actors continue to be integrated into political processes, without being accountable to the nation or to justice, fuels popular distrust and frustration »stressed the organisation.
Furthermore, it denounces a political minority without popular legitimacy, consolidated by the Agreement of 3 April 2025, perceived as a tool of exclusion. André Michel is also accused of contributing to the rise of armed gangs and social instability through radical discourses and the country's "lock country" movements.
APHA urges CARICOM and OAS to cease any recognition or collaboration with these discredited figures. It also calls for a dialogue focused on the real national challenges: institutional reform, security, inclusion of youth, justice for victims and re-establishment of the State, with the participation of new forces with hope.
At the same time, regarding this afternoon's meeting between the Eminent Personalities of Caricom and Haitian political leaders on the country's crisis, no major decision was taken.
