Port-au-Prince, November 20, 2025.– Faced with the difficulties encountered by the standing magistrates, Councillor-President Emmanuel Vertilaire convened, on Wednesday, November 19, 2025, the Minister of Justice Patrick Pélissier and the Collectif des Magistrats Debout d'Haiti (COMADH) for a consultation session aimed at restoring confidence within a weakened judicial system. At the end of the meeting, a first financial measure was announced.
In a context marked by persistent tensions and serious structural dysfunctions, Emmanuel Vertilaire wanted to create a space for dialogue between the main stakeholders. The meeting, in the presence of the Minister of Justice and representatives of COMADH, was aimed at calming tensions and identifying immediate and medium-term solutions.
The Adviser-President stressed the need to restore confidence between standing magistrates and public authorities. The Minister of Justice acknowledged budget constraints but committed to working to improve their working conditions.
The representatives of COMADH denounced the lack of logistical resources and of allocations deemed insufficient. In response, an immediate measure had been adopted: an additional amount would be paid as early as December on magistrates' debit cards.
This meeting between the Councillor-President, the Ministry of Justice and COMADH opens a glimmer of hope in a judicial landscape marked by instability and lack of resources. While the announced measure is a calming gesture, the structural challenges remain important. The success of a real recovery plan will depend on the ability of the authorities to maintain dialogue and propose durable solutions.
