Delmas, August 18, 2025.- The Ministry of National Education and Vocational Training (MENFP) responded strongly following a graduation ceremony organised by ISSEPJ University where doctorates were awarded through the Validation of the Acquis of Professional Experience (VAEP). A practice prohibited by Haitian law, which recalls that only rigorous academic paths can lead to national degrees of degree, master's and doctoral.
What is VAEP?
The Validation of the Acquis of the Professional Experience (VAEP) is a mechanism that allows a person to have officially recognized his/her skills and experience acquired in the world of work. It may, in some cases, lead to a certificate or professional qualification without formal academic training.
However, Haitian legislation is clear: higher education diplomas (licence, master's and doctorate) cannot be obtained by this way. They require a formal university curriculum, evaluated and controlled by authorized authorities.
A flagrant violation of the law
By organizing a doctoral award ceremony via the VAEP, ISSEPJ University former Higher Institute of Economic, Political and Legal Sciences openly violated the law of 23 February 2019.
Article 12 of this text clearly states:
« The national diplomas of Higher Education in Bachelor's, Master's and Doctorate's degrees are not accessible through the validation of the acquired professional experience. »
The MENFP, by the voice of Minister Antoine Augustin, denounced a « ride » which undermines the credibility of the Haitian education system and undermines the value of legally issued diplomas.
Suspension and announced sanctions
In its circular, the MENFP recalls that only ministerial decrees can list the diplomas accessible by VAEP, and that the doctorate is strictly excluded. In addition, the decree of 30 June 2020 on the organisation of higher education reserves doctoral training to schools authorised, rigorously evaluated and mandated by the regulatory body.
As a result, the Ministry suspends until further notice all academic and administrative activities of the ISSEPJ University and calls on the judiciary to prosecute the perpetrators and accomplices of this academic fraud.
For many observers, this case reveals the possible drifts of a weakened education system. If such practices become widespread, they warn, « that would be the end of the Haitian diploma ».
The MENFP therefore intends to set a clear precedent: university diplomas must remain the fruit of a rigorous academic career, guaranteeing their value and recognition at both national and international levels.
