Port-au-Prince, November 21, 2025.- On 20 November, the Provisional Electoral Council (CEP) and the International Foundation for Electoral Systems (IFES) signed a new Memorandum of Understanding to strengthen the professionalization of electoral management in Haiti. The signature, carried out simultaneously in Petion City and Washington, marks a key step in the modernization of electoral governance.
This agreement, initialled by Jacques Desrosiers for CEP and Anthony N. Banbury for IFES, establishes an expanded framework for cooperation. It includes regular technical exchanges, joint planning and sustained support in institutional communication, civic education and awareness-raising campaigns. LIFES also undertakes to contribute to the mobilization of funding for the planned activities.
The four-year partnership aims to strengthen the internal capacities of the CEP, a major challenge in a context where the credibility and organisation of elections remain persistent challenges. By building on independence, impartiality and transparency, the two institutions aim to create conditions for more inclusive electoral processes in line with democratic standards.
With this initiative, the CEP and the IFES lay the foundations for a lasting strengthening of the Haitian electoral system, in the hope of restoring the confidence of the electorate and ensuring, ultimately, better prepared and more credible elections.
