MPARE criticizes the National Pact and calls for a truly inclusive transition

Nadia Valery Victor, Head of MPARE

Port-au-Prince, February 26, 2026.- The Patriotic Movement of Renewal (MPARE) published, Wednesday, February 25, a note addressed to the Haitian population, civil society organizations, economic actors, religious institutions, trade unions, the media, youth and women's organizations, the diaspora and the international community, in response to the signing of the National Pact for Stability and the Organization of Elections.

In its communiqué, MPARE states that it takes note of the signing of this Pact, published on 23 February under the leadership of Prime Minister Alix Didier Fils-Aimé. The movement welcomes the willingness of some political actors to unite around a project presented as a « Pact for Haiti »while recalling that these same leaders have, in his view, contributed in the past to the weakening of institutions and the multidimensional crisis in the country.

However, MPARE expresses serious reservations about the inclusiveness of the approach. He stressed the notable absence of many civil society organisations, women's groups, peasant organisations and youth movements in the process leading to the signing of the document. For the movement, a genuine national consensus cannot be built without the active participation of the various components of the social fabric.

MPARE believes that the reconstruction of Haiti cannot be based on a facade unit and calls on the Head of Government to ensure an open, credible and representative dialogue. According to the organization, the Prime Minister's role should be to foster a broad-based national dialogue that can lead to a truly inclusive agreement.

Finally, the movement draws the attention of the international community to what it considers a deficit of inclusiveness of the pact and calls on the population not to give in to discouragement. He called on the Prime Minister to fully assume his responsibilities in order to create the conditions for a transparent and hopeful transition for the country.
