Colonel Rebu believes that it is time for Haiti to define its own security strategy, without dependent on foreign aid. In particular, he stressed the irony of seeking the United States, while that country was « the bastion from which the weapons and ammunition of armed gangs in Haiti come ».
In the face of the progress of armed gangs in the capital, Rébu calls for a serious involvement of the Armed Forces of Haiti, with adequate resources, to ensure the defence of the territory and to stop the expansion of criminal groups.
Beyond the military response, the former officer recalls that the crisis cannot be resolved only by force. « It is sad to see that the authorities believe that everything can be solved by war. »he regretted, stressing the need to integrate a social approach into the fight against insecurity.
