Haiti-Security : Washington wants to double the international force in the face of the resurgence of gangs

Washington, August 21, 2025.- The United States is preparing a resolution to the UN Security Council to strengthen the Multinational Security Support Mission (MSS) in Haiti. The objective is to double the size of the foreign forces deployed, ensure sustainable financing and reduce the territorial grip of gangs, while violence is taking hold in the capital.

According to the Miami Herald, US Assistant Ambassador to the Organization of American States (OAS), Kimberly Penland, announced on Wednesday that Washington is working on a new resolution to ensure the necessary resources for MSS. This text would support the proposal of UN Secretary-General António Guterres to use peacekeeping funds to support the mission logistically and operationally.

The United States also insists on increased regional participation and does not exclude the possibility of another country taking the leadership of force, currently under Kenyan command.

An alarming security situation

Deployed since 21 June 2024, MSS has not yet managed to stabilize the situation on a sustainable basis. Gangs continue to control large areas of Port-au-Prince, while many residents have had to flee their homes. In several neighbourhoods such as Delmas 19, 31 and 33, kidnappings are increasing, illustrating the fragility of public order despite the international presence.

In the face of this spiral of violence, Washington hopes that increased strength and better strategic coordination will restore control of the territory and restore security.
