Port-au-Prince, October 22, 2025.- The Director General of the Directorate of Immigration and Emigration (DIE), Antoine Jean Simon Fénélon, confirmed that the structure has an effective control system to track all foreigners formally entering Haitian territory. According to DIE data, Cuban nationals account for almost 80 per cent of foreigners legally living in the country, all with a residence permit.
In an interview given to the Ayibopost platform, the Director General of the DIE, Antoine Jean Simon Fénélon, detailed the operation of the control system for foreigners in Haiti. « Through our system, we have the capacity to control and identify all foreigners entering the country formally »he said, stressing the key role of management in managing national security.
The official said that, as in most countries, Haiti is implementing a visa policy. For example, some nationals must obtain a visa to enter the territory, while others, including those of the United States, are exempt from this requirement.
Mr. Fénélon also revealed that Cubans are the most regular foreign community in Haiti. « All Cubans present in the country today have a residence permit »he said, adding that out of a sample of 100 foreigners legally living in Haiti, 80 per cent are Cubans.
This situation illustrates the growing importance of migration cooperation between Haiti and Cuba, as well as the will of the Haitian authorities to strengthen control and transparency in the management of migration flows.
