Security axis

Franco-Haitian cooperation in the field of security has intensified. In 2025, more than 400 police officers from the specialized units of the PNH, SWAT, UTAG, POLIFRONT, BRID and BRI, attended eleven trainings, some with the support of elite units of the French police such as RAID and the Anti-Tupefiants Office (OFAST). France also delivered four tonnes of equipment to the PNH.

Military cooperation continued between the Armed Forces of Haiti (FAd) and the Armed Forces in the West Indies, with three new cohorts of Haitian soldiers trained in Martinique. Since 2024, about 100 Haitian soldiers have already benefited from this program.

Humanitarian aid for vulnerable populations

France spent EUR 17 million on humanitarian aid in 2025, in particular to support displaced populations and vulnerable households.

The main initiatives include €5 million for school canteens, implemented by the National School Canteens Programme (PNCS) and the World Food Programme (WFP). This programme benefits 80,000 students across the country's ten departments.

Funding is also provided to combat malnutrition and assist internally displaced persons, with the support of international organizations such as UNICEF and the International Organization for Migration.

Culture, training and development

Despite a difficult context, the French Institute in Haiti organized 183 cultural activities in 2025, marking its 80 years of existence. The Alliances Françaises network also continues to promote culture and Francophonie in several cities across the country.

Academically, 247 student visas were issued to Haitians, accompanied by Master and Doctoral Scholarships Antenor Firmin, in addition to the activities of the Lycée Français Alexandre Dumas.

In the area of development, the Agence Française de Développement Group has disbursed 16.7 million euros for projects related to education, health and the economy. In addition, the subsidiary Proparco granted a loan of EUR 1.5 million to finance 2,000 micro-enterprises.
