Carlos Ruiz Massieu, appointed new head of the United Nations Integrated Office in Haiti

Washington, July 2, 2025.-This Wednesday, Mexican diplomat Carlos Ruiz Massieu was appointed head of the United Nations Integrated Office in Haiti (UNIHB) and Special Representative of the United Nations Secretary-General in Haiti, António Guterres. He succeeded Ms. María Isabel Salvador. With over 30 years of experience in public service and diplomacy, who is Carlos Ruiz Massieu?

Recognized in international diplomacy since 1999, Carlos Ruiz Massieu held several high-level positions, including that of Deputy Representative of Mexico to the Security Council (2009–2010) and Representative to the Economic and Social Council (ECOSOC) from 2004 to 2008. He was also Deputy Director General of the Mexican Ministry of Foreign Affairs and served at the Mexican Embassy in Costa Rica.

Since 2019, he has been the Special Representative of the Secretary-General in Colombia, leading the United Nations verification mission to oversee the implementation of the peace agreement between the Colombian government and FARC-EP. It has also played a central role in recent dialogues between the Colombian government, the National Liberation Army (ELN) and other illegal armed groups.

Prior to his mission to Colombia, he chaired the General Assembly Advisory Committee on Administrative and Budgetary Questions from 2013 to 2018. A career diplomat, he also held positions in the Mexican Government, including the Permanent Mission of Mexico to the United Nations.

It should be noted that Carlos Ruiz Massieu holds a degree in law from the Universidad Iberoamericana in Mexico City and a master's degree in politics from the University of Essex in the United Kingdom, with a specialization in Latin America. He speaks Spanish, English and French.
