Haiti-security : 177 million gourdes allocated for anti-gang operations, without visible impact

Despite a budget envelope of more than 177 million gourdes released between June and August 2025, the National Police of Haiti (PNH), directedad interimby Rameau Normil, hard to contain the growing grip of armed gangs. These funds, allocated by the Ministry of Finance to support anti-gang operations, have not yet led to any tangible results on the ground.

In correspondence to the Minister of Justice and Public Security (MJSP), the Ministry of Finance stated that this amount — exactly 177 130,000 gourdes — targeted interventions in areas heavily affected by insecurity, including Mirebalais, Tabarre, Gressier, Artibonite, and maritime patrols in Port-au-Prince Bay.

It is important to recall that this is Rameau Normil's second term as head of the HNP. Already appointed in 2019 under the Moïse-Jouthe administration, he was dismissed in 2020 for his lack of results in the face of rising violence. He was then replaced by Leon Charles, then Frantz Elbe after the assassination of President Jovenel Moïse.

While some believe that Rameau Normil could have contributed to solving the problem of insecurity, although complex, by learning from his past mistakes, others stress his incapacity — even complicity — to respond effectively to the security crisis, despite the costly anti-gang operations.

However, the Higher Council of the National Police (CSPN), the High Commands of the Armed Forces of Haiti (FAd) and the Multinational Security Support Mission (MSS) held a strategic meeting this week. The objective is to put in place exceptional budgetary and logistical measures aimed at immediately strengthening the capacity of the HNP to intensify and accelerate its operations against gangs. Concrete results are now expected.
