Haiti: The OAS proposes a $1.3 billion roadmap to restore security, governance and stability

Washington, 31 July 2025.- Faced with the collapse of the state and the rise of gang violence, the Organization of American States (OAS) unveiled an ambitious road map to restore peace and stability in Haiti. The plan, developed in consultation with the Caribbean Community (CARICOM), the United Nations Integrated Office in Haiti (UNIH) and other international partners, is based on five priority pillars: humanitarian response, security, governance, electoral processes and sustainable development.

 

With a projected budget of $1.3 billion, the project spends $908.2 million on humanitarian response, $96 million on security, $104.1 million on the electoral process, and $5.1 million on governance. The OAS stresses the need for coordinated regional and international support, while reaffirming Haitian leadership in implementation.

 

The security component is divided into two phases: immediate support for the joint deployment of the Haitian National Police (HNP) and the Multinational Security Support Mission (MSS) from October 2025, followed by structural reform of Haitian security institutions until 2028. Emphasis will be placed on community policing, combating transnational trafficking, and preventing youth gang recruitment.

 

At the political level, the roadmap proposes an inclusive national dialogue around a new social contract, including constitutional reform and public consultations, with the aim of exceeding the deadline of 7 February 2026 in a renewed and legitimate institutional framework.

 

Finally, the OAS advocates an integrated approach between development and humanitarian response, focusing on infrastructure, health, education and water. The OAS Haiti Office will coordinate efforts, in addition to initiatives already under way, to ensure a coherent and lasting response to the country's multiple crises.
