Guichard Doré warns: touching Laurent Saint-Cyr would be a « coup d'état »

Port-au-Prince, January 23, 2026.- The political analyst Guichard Doré warned against any attempt by the five members of the resolution to dismiss Prime Minister Alix Didier Fils-Aimé from the post of Coordinator of the Transitional Presidential Council (CPT), Laurent Saint-Cyr. According to Guichard Doré, the decision to make a decision with the CPT coordinator would go far beyond mere political disagreement. He stressed that the removal of Laurent Saint-Cyr by a fraction of the advisers-presidents would constitute a serious violation of the institutional order, exposing its perpetrators to judicial sanctions.

The role of the Head of State at the heart of the debate

Analysing Laurent Saint-Cyr's refusal to have the act devoking the Prime Minister's dismissal published, Guichard Doré recalled that, as Head of State, the CPT's coordinator is alone entitled to assess the appropriateness of enacting an official act. This prerogative derives directly from its institutional function and cannot be circumvented.

A political calculation towards the end of the mandate

For Guichard Doré, Laurent Saint-Cyr's decision is also part of a particular political context, marked by the proximity to the end of the CPT's mandate. It is a political calculation aimed at preserving the institutional balance and avoiding a major crisis in the final days of the transition.

A strictly regulated administrative procedure

The analyst also made a clear distinction between the office of President and that of Head of State, stressing that the publication of an official text follows a clear administrative path.
« Four or five advisers cannot present themselves to Mrs Hadad with an act and request its publication in Le Moniteur », he said, recalling that only the competent authority can initiate this process.
