Gangs at large, cascading sanctions: the defied state one last time

 

Water Jump, July 16, 2025.- International sanctions continue to flow against gang leaders operating in Haiti. This time it is Micanor Altès (Wharf Jérémie), Christ-Roi Chéry (Ti Bwa) and Jeff Larose (Canaan) who are struck by sanctions from outside.

Their name has just been added to the sanctions list on Tuesday 15 July 2025 by the European Union (EU) by imposing the freezing of their assets, the financing ban and also travel to EU countries.

At the same time, in Haiti, on that same day, gang leaders Jimmy Cherizier, known under the sobriquet of Barbecue, Wilson Joseph, alias » Lanmò San Jou », and Jeff Larose, alias « Jeff Gwo Lwa » have made incursion into the commune of Saut-d-Eau, located in the department of the Centre, while they are sought by the National Police of Haiti (PNH).

In a viral video on social networks, Jimmy Cherizier, Spokesperson for the criminal coalition Viv Ansanm, escorted by heavily armed and hooded men, distributed money to pilgrims who came to attend the traditional Mont-Carmel patronal festival (Vierge Miracle Saut-d'Eau), celebrated annually on 16 July.

Subsequently, armed bandits defy security forces, despite ongoing efforts to neutralize gang homes. The restoration of security is still fleeing the population, while the criminals feel confident and display their arsenal on the networks.

Last week, in Kenscoff, bandits once again attacked and partially burned Furcy's Sub-Office. Patrol vehicles, parked on the courtyard, also left in smoke.

It's too much! The intervention and operation strategies of the national security forces need to be redefined for better control of land, air and sea space, so that gang leaders from one city to another can be limited or even dismantled.
