Gonaïves, 12 December 2025.- From 8 to 11 December, the Director General of the National Directorate of Potable Water and Sanitation (DINEPA), engineer Theophil Ostinvil, conducted an official supervisory mission to Gonaïves to assess the progress of the rehabilitation and extension of the Potable Water Feeding System (SAEP). Funded by the Inter-American Development Bank (IDB) under the Grand-Nord Programme, this work is lagging behind, pushing DINEPA to strengthen control and reaffirm its governance and efficiency priorities.
The first objective of the mission was to assess the real evolution of the GONaïve SEAP construction sites, whose implementation was significantly delayed. In particular, the Directorate-General assessed the follow-up of the notice addressed to the work firm TECINA with a view to final delivery scheduled for April 2026. The analysis of the performance of Technical Assistance By Results (ATPR), responsible for the operational strengthening of the Gonaïve Technical Operations Centre (CTE), was also at the heart of the objectives.
This visit is part of an active approach of proximity and governance, aligned with the three strategic axes of DINEPA: good governance of the sector, financial autonomy of the institution and maximum development of the Potable Water and Sanitation sector. The Director General, accompanied by his technical team, reviewed the progress of the priority projects to improve access to drinking water in this Artibonite area on a sustainable basis.
Several technical and institutional meetings marked the mission. Discussions were held with ATPR on the status of the project and the supervisory mechanisms, as well as with the company TECINA on the technical constraints encountered in the field. Strategic decisions have been taken to ensure compliance with contractual commitments and to facilitate the overall progress of the project, complemented by field visits to the hydraulic facilities being upgraded.
DINEPA also met with local authorities and community leaders to discuss water issues in Gonaïves and to reaffirm its commitment to the population. The mission concluded with a press conference, focusing on progress, decisions and next steps. Through this approach, the institution reiterates its commitment to modernising drinking water infrastructure in the North and to providing a more reliable, equitable and resilient public service.
