Security emergency: Ministry of Justice warns HNP about the threat of instability in the capital

Port-au-Prince, 17 July 2025.- In a correspondence dated 16 July 2025, the Minister of Justice and Public Security, Dr. Patrick Pélissier, alerts about persistent rumours of public order disturbances in the metropolitan area of Port-au-Prince. Faced with this climate of tension, he asked the Director General a.i. of the PNH, Rameau Normil, to strengthen without delay the security arrangements, in order to protect the population and prevent any escalation of violence.

The Minister of Justice and Public Security, in an official letter bearing reference MJ/SG/DE/1456, addressed a formal request to the Director General of the National Police of Haiti (PNH), Mr. Rameau Normil. This note, dated 16 July 2025, highlights the government's growing concerns about the rumours of imminent unrest in the capital.

The Department considers these rumours to be real threats to the lives and property of the population in the metropolitan area. Accordingly, the Minister directed the HNP management to take urgent action to prevent disorder.

Dr. Pélissier stressed the importance of an immediate mobilisation of the HNP command structures to ensure public safety and avoid destabilization. The letter bears witness to the authorities' concern about a possible escalation, in an already fragile context.

It should be noted that this initiative of the MJSP reflects a clear commitment of the central authority to prevent further deterioration of the security situation. Through this communication, the Minister also reaffirms his confidence in the operational capabilities of the HNP, while calling for greater responsiveness.
