EUH under pressure: budget up, but financial crisis persists

Port-au-Prince, March 25, 2026.- Visiting the oldest daily « The Newlist»The Rector of the State University of Haiti, Dieuseul Predelus, noted a worrying fact: despite an increasing budget of nearly 3 billion gourdes, the university faces severe financial constraints, compounded by the security crisis and the costs of rehousing its entities.

The Rector of the State University of Haiti, Dieuseul Predelus, took advantage of a visit to the daily Le Nouvelliste, on March 24, 2026, to take stock of the financial situation of the institution, a few days after the balance sheet of its first year at the head of the rectorate.

While he welcomed an increase in the budget from more than 2 billion gourdes to about 3 billion gourdes, of which 150 million went to investments, he stressed that those resources were still insufficient. Unlike the previous year, no additional allocation was granted to the HEU for the current year.

This budgetary pressure is part of a difficult security environment. The majority of UEH structures in Port-au-Prince had to be relocated to rented spaces, generating significant additional costs, without an overall estimate available at this time.

At the same time, Dieuseul Predelus presented the University's 2025-2030 strategic plan, estimated at nearly 11 billion gourdes. The programme focuses on infrastructure development, strengthening the university community, research and governance, while integrating priorities such as e-learning and services to society.

At the dawn of his second year of office, the Rector said he wanted to embark on a profound transformation of the institution. It aims to build a more resilient university, open to internationalism and rooted throughout the country, with a university community mobilized around a joint project.
