« Back to the neighborhood » : Solino at the heart of a vast reconstruction and security project

Port-au-Prince, 13 January 2026.- The programme « Back to the neighborhood » enter the pilot phase in Solino, with an ambitious project of 1,200 housing, the reopening of five access routes and funding already mobilized of US$18 million by the Haitian State and the United Nations Development Programme (UNDP). Invited to Panel Magik on Magik9, Jean Gardy Maisonneuve presented the outline of this initiative aimed at enabling the safe return of internally displaced persons to redeveloped neighbourhoods and better supervised by law enforcement.

According to Jean Gardy Maisonneuve, the pilot project « Back to the neighborhood » In Solino, it is planned to open five entry routes into the area in order to facilitate traffic and put an end to the long-exploited impasses by armed groups. This measure is part of a comprehensive strategy for urban settlement and security of the neighbourhood.

The programme envisages the construction of 1,200 housing units in Solino. The total cost of the project is estimated at US$50-100 million. For the launch, the Haitian State has already mobilized $12 million, while UNDP is contributing $6 million.

Jean Gardy Maisonneuve has specified that Nazon and Solino serve as test areas for the implementation of the program « Back to the neighborhood ». In this context, Sant Karl Lévêque, with the support of Leslie Voltaire, carried out a vast cleanliness operation, allowing displaced persons to undertake renovation work in their homes.

The programme coordinator stressed that the return of internally displaced persons to Solino would take place in decent homes in a secure neighbourhood with basic infrastructure, including police bases. He recalled that the continued presence of law enforcement was an essential requirement of UNDP for the disbursement of the first funds. The construction model has already been finalized, he said.
