IDP: Government strengthens dialogue and promises security conditions for return

Port-au-Prince, 23 December 2025. At the Primature, Tuesday, 23 December, the President of the Presidential Council of Transition (CPT), Laurent Saint Cyr, and Prime Minister Alix Didier Fils-Aimé met the leaders of nine sites of internally displaced persons (IDPs) in Port-au-Prince. At the heart of the dialogue is humanitarian coordination, recognition of community leadership and renewed State commitment to create security conditions conducive to the return of internally displaced persons.

The Government of Haiti has taken a new step in the care of internally displaced persons (IDPs) by holding, this Tuesday at the Primature, a high-level meeting with the heads of the Commission of Leaders of the nine IDP sites of the capital, as well as members of the Commission d'appui et de gestion des restaurants communautaires.

Chaired by the President of the CPT, Mr Laurent Saint Cyr, and the Prime Minister, Mr Alix Didier Fils-Aimé, the meeting was attended by several senior state officials, including the Minister of Social Affairs and Labour, Mr Georges Wilbert Franck, the Minister for Solidarity and Humanitarian Affairs, Mr Herwil Gaspard, the Secretary of State for Public Security, Mr Mario Andrésol, and the Director General of the Fund for Economic and Social Assistance (FAES), Mr Serge Gabriel Colin.

On this occasion, the Director-General of the FAES welcomed the continued commitment of community leaders, highlighting their key role in supporting the State in the implementation of social and humanitarian policy.
For his part, the Prime Minister has expressed his gratitude to these actors on the ground who ensure the link between public institutions and the most vulnerable populations. He also announced the upcoming official appointment of community leaders, a measure to strengthen local governance and the effectiveness of public action.

On the security front, the Head of Government reaffirmed the commitment of the CPT and the Executive to create conditions conducive to the return of the IDPs to their areas of origin, a prerequisite for a lasting solution to the internal displacement crisis. Closing the discussions, the President of the CPT highlighted the synergy between the Transitional Presidential Council, the Government and the Haitian National Police, determined to restore state authority. He praised the resilience of the population as well as the courage and determination of community leaders committed to serving the poorest.
