Passports to the DIE: the lawyer denounces a "wound"

Port-au-Prince, March 31, 2026.- The lawyer Mario Delcy argues that the inquiry of several officials of the Directorate of Immigration and Emigration, including its director Antoine Jean Simon Fénelon, results from a plot orchestrated by the Ministry of Interior and Territorial Communities, in a context of tensions between the two institutions around passport management.

Speaking at the morning of Magik9 on 30 March 2026, Mr. Mario Delcy categorically rejected the accusations of trafficking of what he calls « Real-false » passports. According to him, the elements put forward in the file are a staging designed to trap the DIE officials, notably through the use of documents officially issued but reappeared in the investigation.

The case involves passports handed over to citizens and then found in the hands of the authorities, raising questions about their movement. At the same time, information indicates that investigations also concern the issuance of documents to foreign nationals, with an active role of the MICT in initiating the operation leading to the intervention of the judiciary and the convening of several DIE officials.

Finally, counsel points out that the management of the DIE had already reported flaws in the passport production system, through several unanswered correspondence. He calls for a rigorous management of this sensitive case, believing that this case may harm the image of the Haitian state on the international stage.
