Lyon 2 and UPSAC join forces to strengthen Haitian university cooperation

Paris, November 6, 2025.- At the initiative of the Embassy of Haiti in France, a Memorandum of Understanding on International Cooperation was signed on Thursday, October 23, 2025, between the Université Lumière Lyon 2 and the Université Publique du Sud aux Cayes (UPSAC). This agreement marks a new stage in the development of academic, scientific and cultural exchanges between France and Haiti.

The signing ceremony was held in Lyon, in the presence of the Ambassador of Haiti in France, Mr Louino Volcy, representing the Rector of UPSAC, Mr Jules Edouard. The aim of this partnership is to institutionalise cooperation between the two institutions in the fields of education, research and training, in accordance with Article 1 of the Agreement.

Ambassador Volcy welcomed this initiative, which he considers to be a major step forward for UPSAC, one of the main centres of university training in Haiti. According to him, this collaboration will strengthen student and doctoral mobility, encourage exchanges between teachers-researchers and train academic staff.

Mr. Jim Walker, Vice-President in charge of International Relations at Lyon University 2, thanked Ambassador Volcy for his commitment to the realization of this project:

The day was enriched by the screening of the documentary "Haiti, the ransom for independence", followed by a conference-debate bringing together Haitian and foreign students around the country's historical and contemporary issues.

This agreement thus paves the way for a lasting and dynamic cooperation between Lyon and Les Cayes, at the service of the training, research and academic reach of Haiti.
