Haiti-Taiwan : Emmanuel Vertilaire announces a series of development projects in La Victoire

Cap-Haitien, November 27, 2025.– On an official visit to the Great North on the occasion of La Victoire's employers' party, Councillor-President Emmanuel Vertilaire, accompanied by Taiwanese ambassador Cheng-hao Hu, announced the imminent launch of several structuring projects in the commune. This visit, carried out on 22 November 2025 and marked by the celebration of Sainte Cécile, is part of the strengthening of cooperation between Haiti and Taiwan.

After attending the solemn mass, Emmanuel Vertilaire made a tour of evaluation, notably at the police station in La Victoire and at the town hall, where he met with the local authorities. The discussions focused on priorities for safety, access to drinking water, local development and infrastructure modernization.

The Councillor-President announced that La Victoire will soon be transformed into a vast development project. Four projects, already funded, will be launched:

  • the construction of a modern administrative complex;
  • the construction of a new public market;
  • the development of the public square;
  • the concrete construction of several streets of the commune.

Three other projects are currently under consideration, including the construction of strategic roads and a new national school. At the same time, steps are being taken by the National Education Fund to rehabilitate several schools.

According to Emmanuel Vertilaire, a budget of 150 million gourdes has already been mobilised for the implementation of these projects, marking an important turning point in the modernisation of the municipality and the revitalization of its basic infrastructure.
