Haiti modernizes its migration system: official launch of the digital map « iKat »

 

Port-au-Prince, 4 December 2025.- The Directorate of Immigration and Emigration (DIE) conducted the official launch of the pilot project at the El Rancho Hotel on Thursday 4 December. « iKat », a digital migration card to replace the traditional boarding and disembarkation form. Supported by Prime Minister Alix Didier Fils-Aimé and developed in partnership with the Haitian Institute of Statistics and Informatics (IHSI), this initiative marks a major step in the modernization and security of migration procedures in Haiti.

The launch ceremony brought together representatives of the Transitional Presidential Council (CPT), the Primature, the Ministry of Interior and Territorial Communities (MICT), as well as several sectoral authorities and technical partners. With the vision of modernising public administration, the « iKat » is part of a dynamic of digital transformation of state services.

Developed in collaboration with IHSI, the digital card « iKat » will gradually replace the physical form of entry and exit with an on-line entry which passengers will have to complete at least 72 hours prior to their travel. This reform aims to streamline procedures at border points, strengthen migration control and improve the reliability of data collected.

In his speech, the Director-General of the DIE, Antoine Jean Simon Fénelon, praised the decisive involvement of Prime Minister Alix Didier Fils-Aimé, whom he presented as the main craftsman of the project. He also thanked Minister Paul Antoine Bien-Aimé for his continued support for the implementation of this strategic reform.

According to DIE officials, the map « iKat » will allow several important advances, including:
-a faster and more structured take-over of travellers;
-reinforced migration control through digital centralisation of information;
-more accurate monitoring of inputs and outputs from authenticated data;
- the production of reliable statistics, which are essential to identify in particular foreigners exceeding the legal length of stay of 90 days.

The tool will also provide authorities with a monitoring mechanism both upstream and downstream of travel, contributing to national security and more effective administrative management.

Through the launch of the digital map « iKat »The Government reaffirms its commitment to engage the Haitian public administration on the path of efficiency, innovation and transparency, while improving the country ' s traveller experience and migration governance.
