Port-au-Prince, January 14, 2026.- The Transitional Presidential Council took place this Wednesday to install the new members of the Higher Education and Scientific Research Council during a ceremony at the Home Villa. Professor Dr. Herold Toussaint was appointed to the presidency of this body called to reform the Haitian academic sector.
The ceremony was attended by the Prime Minister, members of the government and the diplomatic corps. The President of the Transitional Presidential Council, Laurent Saint-Cyr, has described this installation as« concrete State commitment to modernising the education sector ».
According to Laurent Saint-Cyr, the National Agency for Higher Education and Scientific Research (ANESRS) is to serve as a « Key lever » to ensure internationally recognized training and facilitate the professional integration of young Haitians.
Dr. Jean Fénol Métellus has been appointed Vice-President, the General Secretariat is entrusted to Dr. Jean Judson Joseph while Dr. Jacques Abraham will serve as High Commissioner for Higher Education and Scientific Research. Dr. Evens Emmanuel, Dr. Ketty Balthazard-Accu and Dr. Serge Philippe Pierre are members. Their mission: to promote innovation, research and academic excellence for the development of the country.
Despite this progress, insecurity and precarious academic infrastructure remain major obstacles. Improving security conditions and material resources is a priority to enable ANESRS to fully accomplish its mission.
