The Ministry of National Education and Vocational Training (MENFP) announces that all matters relating to higher education and scientific research are now under the exclusive competence of the National Agency for Higher Education and Scientific Research (ANESRS). The MENFP will, however, continue to process pending cases until 27 February 2026. As of that date, all representations should be addressed to the General Secretariat of ANESRS, Delmas 83, or by e-mail.
In an official information note published on 5 February 2026, the MENFP formalises a major institutional turning point: the management of higher education and scientific research is changing hands. From now on, public and private universities, national and international partners, as well as the general public, will have to deal directly with ANESRS.
The department states that a transitional period is granted until February 27, 2026 to finalize the files already committed. After that, all the steps. The administrative, academic or informational services should be forwarded to the General Secretariat of ANERSRS, temporarily housed at 8 Antoine Simon Street, Delmas 83, or via the institutional e-mail address communicated.
Enhanced governance for higher education
The establishment of the Board of Directors of the ANESRS represents a strategic step in the reform of the Haitian university system. Officially installed, this council is chaired by Dr.Herold Toussaint, assisted by Dr.Jean Fénol Métellus, Vice-President. It also includes Dr. Jacques Abraham, High Commissioner for Higher Education and Scientific Research, Dr. Jean Judson Joseph, Secretary General, as well as Dr. Evens Emmanuel, Dr. Ketty Balthazard-Accu and Dr. Serge Philippe Pierre as members.
During the installation, the coordinator of the former CPT, Laurent Saint-Cyr, welcomed a decisive step towards the modernization of the sector. According to him, the creation of this autonomous agency reflects the will of the Haitian state to structure, regulate and energize higher education around requirements of quality, recognition and scientific performance.
He stressed that the appointment of members responds to a central priority: strengthening credibility, international recognition and the outreach of Haitian diplomas. Through the ANESRS, the state has set out its ambition to ensure competitive higher education, which provides opportunities for young people and is aligned with national development objectives.
By thanking the institutions and partners for their cooperation, the MENFP is integrating this reform into a dynamic of administrative reorganization aimed at clarifying responsibilities and improving the governance of the education system.
