Haiti: The Great Jump to Modernity! State trains managers in spatial planning

Port-au-Prince, March 31, 2026.- On Tuesday, March 31, 2026, the Ministry of Planning (MPCE) and UNITECH formalized the launch of a master's degree in spatial planning. This strategic programme, aimed at 32 civil servants, aims to modernise the administration and optimize the distribution of public investment across the country.

Faced with the major structural challenges of Haiti, the Minister of Planning and External Cooperation, Sandra Paulemon, presented this initiative as a tool for state transformation. The objective is clear: to strengthen state planning capacity to better guide urbanization and ensure rigorous management of territorial development.

The programme is based on a strong partnership between the MPCE, the University of Technology of Haiti (UNITECH), the Ministry of Interior and Territorial Communities (MICT) and the National Federation of Mayors of Haiti (FENAMH). For Dr Josselin Val, rector of UNITECH, this training meets a fundamental responsibility of the State and requires close collaboration between academia and the public authorities.

In addition to the technical aspect, the programme aims to be inclusive. The Minister for Women's Affairs, Pedrica Saint-Jean, stressed the integration of women's specific needs into future development plans in order to reduce social inequalities. The 32 recipients are now called upon to be rigorous in becoming the driving force behind this administrative modernization.
