Under the heading « Micro Citizens »Several testimonies point to insecurity as the main obstacle to the country ' s development and the return to constitutional order. The priority task of the Transitional Presidential Council (CPT) therefore remains to restore security before organising the general elections, the referendum and the restoration of democracy.
Officially installed as the new coordinator of the CPT on 7 August, Laurent Saint-Cyr led the adoption of two key measures in the Council of Ministers: the extension of the state of security emergency for 90 days in the departments of the West, Artibonite and the Centre, as well as the appointment of André Jonas Vladimir Paraison as Director General of the PNH, replacing Rameau Normil.
These decisions are taking place in a context where the security situation continues to deteriorate under increasing pressure from armed gangs. For many citizens, the CPT has failed in its mission: despite so-called strategic changes, insecurity is worsening throughout the country.
« CPT members must have the courage to admit their failure and withdraw »states a citizen - under the guise of anonymity - demanding concrete solutions to restore security. He already feared an institutional vacuum after 7 February 2026.
James Pierre Louis*, a sociology student at the State University of Haiti (UEH), claims to perceive no real political will to improve security. According to him, the current situation allows a specific sector to maintain its grip on the country.
Moreover, other Haitian citizens claim that they expect nothing from this security transition. « What do you want them to do? Since they have already negotiated with mercenaries to restore security and control border taxation »states a taxi-moto driver in Delmas 31. He adds that the 10-year contract with the former leader of BlackWater, Erik Prince, amounts to condemning the country to a form of neocolonialism.
At the same time, several citizens remain hopeful about a solution to insecurity. « The situation can't stay that way! Something must change. », launches an owner of an apartment in Delmas 40B. « I'm still hanging on to the idea that a solution will come soon. The situation is serious », she adds.
Finally, it should be stressed that the government team does not benefit from good testimony from the citizens interviewed under the heading « Micro Citizens ». Some claim that no member of the Presidential Council has ever brought concrete results to Haiti.
Faced with these findings, they call for a new approach to the security crisis and demand the resignation of the Transitional Presidential Council (TPC). It should, in their view, be replaced by honest and credible personalities capable of putting the national interest before any personal ambition. They also affirm their conviction that a new transition is possible, with a view to restoring security and holding general elections by 2028.
