Port-au-Prince, November 12, 2025.- At the CELAC–European Union Summit in Santa Marta (9–10 November 2025), Councillor-President Smith Augustin defended the cause of Haiti, highlighting the road map for stability and peace led by the Organization of American States (OAS). On the margins of the meeting, he confirmed the official visit of OAS Secretary General Albert Ramdin, scheduled for 1 and 2 December 2025, for strategic discussions with the Transitional Presidential Council (CPT), the CEP and other key actors.
At the heart of the CELAC–EU Summit, Smith Augustin called for renewed cooperation between Haiti and its partners, stressing the need for collective action for security, governance and credible elections. Along with Chancellor Jean-Victor Harvel Jean-Baptiste, he met several leaders, including Lula da Silva and Jean-Noël Barrot, to strengthen bilateral and regional support.
The updated OAS road map, presented in early November in Washington, marks a major turning point. It is based on Haitian leadership, international coordination (OAS, UN, CARICOM) and alignment with Security Council resolution 2793, which creates the Gang Repression Force (GRF) and the United Nations Support Office for Haiti (UNB Haiti). The OAS is entrusted with operational logistics and supervision of joint actions with the HNP.
The visit of Albert Ramdin, initially postponed because of Hurricane Melissa, symbolizes a decisive step. The aim will be to ensure the practical implementation of the road map and to avoid any institutional vacuum if the CPT's mandate comes to an end without legitimate succession. Enhanced coordination between OAS, CARICOM and the United Nations is foreseen for this purpose.
Finally, discussions with the Colombian authorities made it possible to announce the arrival of a humanitarian mission to support the victims of Hurricane Melissa and support food security. By consolidating its alliances, Haiti hopes to transform diplomatic promises into tangible actions for stability, reconstruction and lasting peace.
