Jacmel, July 3, 2025.- Commissioner Magalie Belneau was officially installed on Wednesday, 2 July, at the head of the Departmental Directorate of the South East Police. She replaces Divisionary Commissioner Serge Allande Jolicoeur, who was transferred to the Southern Department.
Chaired by the Departmental Director of the Nippes Police, Divisionary Commissioner Pierre Michelet Louis Jeune, the installation ceremony was held in the presence of police officers of all rank and rank, administrative staff, and various personalities.
In his speech, Commissioner Divisionaire Louis Jeune praised the rigour of Commissioner Divisionaire Jean Gabriel Gabart, who was acting in the absence of the CD Serge Allande Jolicœur. He also highlighted Ms. Belneau's qualifications: « a woman of experience, duty and leadership », he stressed.
In addition, he urged police, local authorities and the public to cooperate fully in the implementation of security strategies.
In a sober and determined speech, the new Departmental Director outlined her mandate. « Public safety is a collective endeavour »she said, calling on administrative officers and managers to demonstrate discipline, loyalty and professionalism. She stressed the essential values that should guide police action: respect for hierarchy, ethics, transparency and service to the public.
Speaking to representatives of civil society, judicial authorities, community and religious leaders, Commissioner Belneau called for synergy. In particular, she stressed the importance of strengthening specialized units, such as the Brigade de Protection des Mineurs (BPM) and the Gender Violence Unit (VBG), to better protect vulnerable populations.
Strongly committed to a dialogue and concerted approach, it also affirmed its determination to combat crime rigorously. « I am committed to ensuring an effective police presence, consolidating preventive measures and restoring order. »she said, while hoping for the support of the High Command for the success of her mission.
For his part, Commissioner Jean Gabriel Gabart expressed his willingness to cooperate fully with the new management: « There are many challenges, but in unity we can achieve tangible results. », he insured.

As for the outgoing Departmental Director, the CD Serge Allande Jolicoeur leaves behind him a mandate praised for his efforts to coordinate with local institutions in the fight against insecurity. His leadership of the South-East PNH helped strengthen the link between the police and communities.
