DIE: Towards modernization to better serve Haitians from here and elsewhere

Government heading « Tuesdays of the Nation »The Director General of Immigration and Emigration (DIE), Antoine Jean Simon Fénelon, presented the major progress made by his institution in the modernization of migration services, both within and outside the country.

In his presentation, three priority areas were highlighted:

– Optimization of passport issuance,
– The harmonisation of biometric data,
– The modernization of the administrative centres of Pétion-Ville and Canapé-Vert.

He welcomed the significant progress made abroad, particularly in the United States, where nearly 60,000 passports were handed over to Haitian citizens between January and August 2025 via the Embassy in Washington. This progress comes after a prolonged paralysis within the production unit.

Under the leadership of Prime Minister Alix Didier Fils-Aimé and on the recommendation of Interior Minister Paul Antoine Bien-Aimé, a special mission was deployed to the Dominican Republic to facilitate access by Haitian nationals to official documents. This initiative resulted in the issuance of 25,687 passports in several cities in the neighbouring country, including:

- Santiago, Embassy: 6,648
– Consulate of Santiago: 10,000
– Higuey : 8,150
– Dajabon : 209
– Bayona : 680
– Turks and Caicos Islands: 117 (special case).

Another major advance announced is the imminent launch of the Digital E-Card, an electronic form that each traveller will have to fill out 72 hours before departure. This is part of a desire to modernise services and strengthen border security.

These efforts reflect the determination of the DIE to modernize the Haitian migration administration, by providing a more effective public service, by strengthening the country's documentary sovereignty, and by accompanying Haitian citizens, both in the national territory and abroad, in all their efforts.
