Building construction Building : Haiti has a new code to strengthen its resilience

Faced with seismic, cyclonic and climatic risks, the Haitian government validated, on December 19, 2025 in Port-au-Prince, the revised National Code of the Haitian Building (CNBH 2025). The MTPTC reform, with the support of MICT and national and international partners, aims to secure sustainable construction throughout the country.

Twelve years after its first edition, Haiti's National Building Code is entering a new era. Meeting at Hotel Montana, the Ministry of Public Works, Transport and Communications (MTPTC), in collaboration with the Ministry of Interior and Territorial Communities (MICT), officially validated the 2025 version of CNBH, a major overhaul aimed at reducing the vulnerability of the built framework.

Designed following a participatory process, the NBCC 2025 integrates enhanced technical requirements, particularly for seismic and paracyclonics, while taking into account local realities and available materials. A notable innovation, its scope is expanded to include traditional buildings and rural buildings, including wood frame structures with stone fill, to ensure inclusive protection in both urban and rural areas.

Aligned with the international standards of the International Code Council (ICC), the new Code is intended to be a legal and technical reference against third parties. The MTPTC calls on all actors in the sector, engineers, architects, artisans and territorial authorities to appropriate this tool and ensure its rigorous application, an essential condition for sustainable and secure reconstruction.

The success of this reform also depends on sustained cooperation. The MTPTC welcomed the support of the Coalition for Disaster Resilient Infrastructure (CDRI) and the technical contributions of Build Change, CRAterre and CCI, not to mention the key contributions of academics, technicians and civil society organizations.
