Port-au-Prince, February 2, 2026.- Faced with the categorical refusal of the judges of the Court of Cassation and under pressure from the international community, the supporters of a presidency from the judiciary are reversing. Only five days from the end of the term of office of the Transitional Presidential Council (CPT), political actors, including the initiative « 4 April », retreat to the dialogue of Hotel Montana to try to seal a new agreement on a bicephalic executive.
The « No » of the judiciary
The idea of placing a judge of the Court of Cassation at the head of a bicephalous executive after 7 February now seems buried. The judges contacted objected to the systematic non-receiving of requests from political blocs. Chosen by the precedent of Judge Joseph Mécène Jean-Louis, members of the country's highest judicial body refused to lend themselves to party play.
This massive rejection would also be dictated by a clear order of the international community, which would have ordered the judges to remain outside the current political manoeuvres.
A change of strategic course
This setback forced the project initiators to grade their position. Hannibal Coffy, at a press briefing at the Oasis Hotel, suggested that the choice could now be based on a figure from the political sector or civil society.
Tangible sign of this shift: the remarkable presence of former Senator Jean Renel Sénatus, this Monday, at the seats of the Hotel Montana. This rapprochement with the Inter-Haiti Dialogue team, led by Councillors Leslie Voltaire, Louis Gérald Gilles and Edgard Leblanc Fils, indicates a desire to merge forces to impose a new executive formula.
A CPT fragmented against the countdown
Despite this dynamic at Hotel Montana, the uncertainty remains total. Time is running out as the CPT's mandate expires in less than a week. For the time being, heavy trucks on the political scene such as the Group of 10 (G10), the Montana Accord Follow-up Office (BSA), the PHTK and Fanmi Lavalas shine with their absence and have not yet responded to the call of this fragmented fringe of the Council.
The synthesis of Montana's exchanges, expected this Tuesday according to Leslie Voltaire, will be decisive in determining whether a sufficient consensus can be reached to avoid a total institutional vacuum after 7 February.
