Transition in Haiti : Signature of the « National Pact » to stabilize the country before the elections

Pétion-ville, February 21, 2026.- Prime Minister Alix Didier Fils-Aimé, more than 50 political parties and representatives of civil society signed this Saturday, 2026 in Pétion-Ville, the « National Pact for Stability and the Organization of Elections ». This 30-article document gives executive power to the Council of Ministers, provides for an imminent government reshuffle and paves the way for constitutional reforms before transparent elections are held.

Since the end of the term of office of the Transitional Presidential Council (CPT) on 7 February 2026, executive power has now been exercised by the Council of Ministers under the chairmanship of Alix Didier Fils-Aimé. The Pact formalizes this interim governance until the legitimate elected settlement. Upon signature, the Prime Minister will begin consultations to form a new Cabinet « impartial, technical and effective », based on criteria of competence and ethics.

The Government is assigned a strict road map for the restoration of State authority. Key points include:
Security: Strengthening of the HNP and the HFAD, and definition of a cooperation protocol with the Gang Repression Force (GRF).
Reintegration: Implementation of reparation programmes for victims of violence and job creation for young people in vulnerable neighbourhoods.
Disarmament: Revitalization of the National Commission for Disarmament, Disarmament and Reintegration (CNDDR).

Article 13 of the Covenant introduces the possibility of targeted constitutional changes based on social consensus to improve governance. These changes will have to be ratified by the people in the first round of the next elections.

At the electoral level, the text requires a professional administration integrating digital technologies for the rapid publication of results and the inclusion of the Haitian diaspora in the registers.

To ensure the implementation of the Pact, an Advisory Committee will be set up, composed of political, trade union and private sector figures. Although it accompanies government actions and gives its opinion on the electoral calendar, this committee will carry out its mission on a voluntary basis and without interfering in the day-to-day management of power.
