Port-au-Prince, October 14, 2025.- On the occasion of the school year, the Minister of Social Affairs and Labour, Georges Wilbert Franck, gave details on the implementation of the Multisector Emergency Programme (MUM), on Tuesday 14 October, during the 25th edition of the Nation's Tuesdays. This arrangement, intensified under the government of Alix Didier Fils-Aimé, aims to support disadvantaged families through cash transfers, relocation of internally displaced persons and support for workers.
The Ministry of Social Affairs and Labour (MAST) coordinates the Multisectoral Emergency Programme (MUM), which has existed for four years but is now strengthened to better meet the growing needs of vulnerable populations.
According to Minister Georges Wilbert Franck, this program is part of the government's desire to support low-income households, particularly affected as they approach school start-up.
The first component of the programme is the relocation of internally displaced persons who occupied school facilities. This initiative aims to allow a normal resumption of educational activities in the areas concerned.
The second major action is a monetary transfer to school parents. The Minister states that 200,000 parents are affected by this assistance, identified through the technology system and the database of the Ministry of National Education and Vocational Training (MENFP). These transfers, amounting to 15,000 gourdes each, are intended for parents whose children are enrolled in community, presbyteral and communal schools, as well as in institutions in the most remote areas of the country.
To date, more than 50% of the transfers have already been made, i.e. around 77,000 via Natcash and 31,000 via Moncash, according to Minister Franck. MAST also oversees the targeting of 55,300 vulnerable households under the same programme, with the objective of strengthening the resilience of the most affected households.
The Minister also announced that around 31,000 workers working in the factories and already identified will also benefit from direct cash transfers, with a broader social protection approach.
« The Government is currently working on more than 10 projects to help vulnerable people », said Minister Franck, stressing the determination of the State to support the disadvantaged in a difficult socio-economic context.
