New York, December 8, 2025.- An international conference to strengthen the Gang Repression Force (GRF) in Haiti will be held in New York on Tuesday, 9 December, under the co-organization of the United States on behalf of the Permanent Group of Partners. This initiative is part of resolution 2793 (2025) adopted by the United Nations Security Council on 30 September 2025, which transformed the Multinational Security Support Mission (MSS) into FRG with a mandate of one year and 5,550 members, including 50 civilians, to secure infrastructure and protect the Haitian population from growing insecurity.
Since 1 October 2025, several consultations and meetings have been held to prepare for the implementation of the FRG. Among them: the support expressed by the Caribbean Community (CARICOM), the interventions of the UN Special Representative before the Security Council, as well as a round table in Port-au-Prince on 27 November, bringing together the Haitian National Police (HNP), the Armed Forces of Haiti (FAd)H, the United Nations (UN), the Organization of American States (OAS) and civil society to plan the operational and logistical aspects of the force.
This local and regional preparatory work is now paving the way for the international conference to be held in New York on 9 December, which will coordinate international partners on the financing, organization and deployment of the FRG. According to the US Embassy in Haiti, « we must work together to fight the criminal gangs that terrorize Haitians and destroy the country »stressing the importance of collective and concerted international action.
The holding of this conference is a strategic step in the implementation of the GRF. The success of the operation will depend on cooperation between the Haitian authorities and the international community, in accordance with resolution 2793 (2025), in order to protect citizens and strengthen stability in Haiti.
