Port-au-Prince, August 4, 2025.- The Minister of Foreign Affairs, His Excellency Mr. Jean-Victor Harvel Jean-Baptiste, met this August 4 with the new Special Representative of the Secretary-General of the United Nations in Haiti, Carlos G. Ruiz Massieu. This initial formal contact allowed for discussions that were deemed constructive around the priorities of the moment: security, political transition and the role of UNIH.
In office since his appointment on July 3, Carlos G. Ruiz Massieu, new head of the United Nations Integrated Office in Haiti (UNIH), was received, this Monday, by the Minister of Foreign Affairs, H.E.M. Jean-Victor Harvel Jean-Baptiste. This meeting marks the beginning of a new chapter in cooperation between Haiti and the United Nations, at a critical moment for the stability of the country.
The two diplomats addressed the crucial issues of security, the ongoing political transition and United Nations support for the Haitian process. The Department described the discussions as « constructive »in a context of persistent security challenges and a delicate political transition.
Carlos G. Ruiz Massieu succeeds María Isabel Salvador. An experienced Mexican diplomat, he has over 30 years of experience in the public service and in the United Nations system. Prior to his mission to Haiti, he was Special Representative of the Secretary-General in Colombia, where he led the UN Verification Mission, playing a key role in the implementation of the peace agreement with FARC-EP.
He is also recognized for his leadership in recent negotiations between the Colombian Government and various armed groups. His expertise in conflict resolution and multilateral diplomacy could be decisive in the Haitian context.
A law graduate from the Ibero-American University of Mexico and a master's degree in political science from the University of Essex (United Kingdom), Carlos G. Ruiz Massieu is fluent in Spanish, English and French, a significant asset in carrying out his mission in a multilingual and complex environment.
