Government speeds up public service payroll modernization with the re-engineering of SYSPAY

Port-au-Prince, July 6, 2026.- On July 1, 2026, the Ministry of Economy and Finance (MEF) and the Office of Management and Human Resources (OMRH) held a strategic working session devoted to the redesign of the Public Administration Pay Management System (SYSPAY). This reform aims to modernize the payroll management of public officials, strengthen the control of staff costs and improve the financial governance of the State.

The process of modernizing public administration is taking a new step. On 1 July 2026, the Ministry of Economy and Finance (MEF) and the Office for Management and Human Resources (OMRH) organized an important working session on the project to reshape the Public Administration Pay Management System (SYSPAY).

The meeting was attended by the General Coordinator of OMHR, Madelain Fils-Aimé, accompanied by about ten executives, as well as the Director General of MEF, Jean Bouco Jean Jacques, and the Director General of Budget, Jean Michel Silin, surrounded by several technical officials.

The discussions examined the main directions of this reform, including the role that the OMHR will play in the new architecture of the system. In the long run, all expenditures related to public administration personnel, including those relating to contract and similar employees, will be integrated and ordered through the SYSPAY.

This recast aims to increase transparency, optimize human resources management and better control staff costs. It is part of the Government's efforts to modernize public management tools and improve the efficiency of state administration.
