The new director of SNGRS, Daril Balthazar
Port-au-Prince, February 12, 2026.- In a context where several public institutions are seeking to give new impetus to their governance, former consul Daril Balthazar has been appointed Director of the National Solid Residue Management Service (SNGRS). This designation opens a new chapter for the institution, which will strengthen its effectiveness and improve the quality of services provided to the population.
Ex-consul in Boston, under the administration Martelly/Lamothe, and one of the leaders of the Democratic and Popular Sector (SDP), Daryl Balthazar's journey was marked by his participation in various initiatives aimed at modernizing public structures and optimizing their functioning.
At the head of SNGRS, its roadmap focuses on internal capacity building, continuous service improvement and more efficient resource management. The new Director has already announced his intention to put in place a more citizen-oriented action plan, while strengthening transparency and accountability mechanisms.
Among the major challenges facing the new Director is the thorny issue of regularization of SNGRS employees. For several years, recurrent delays in the processing of administrative files and the payment of salaries have led staff to start protest movements that regularly paralyze the institution's activities, affecting not only staff morale but also the continuity of waste management services in the capital. The ability of Daril Balthazar to stabilize this situation is a decisive test for his mandate: will he be able to end this cycle of claims by introducing a more predictable management system that respects the rights of employees?
The answer to this question will largely determine the success of his mission at the head of the SNGRS.
