Pétion-Ville, September 25, 2025.- On the occasion of its 56th anniversary, the National Telecommunications Council (CONATEL) reaffirmed its mission to modernize the digital sector in Haiti. At an official ceremony in Pétion-Ville, Director General Hugues Prévillon focused on telecommunications regulation, combating cybercrime, recording SIM cards and deploying tools such as electronic signature. An ambitious government-supported roadmap was unveiled to build a safer, inclusive and sustainable digital ecosystem.
The ceremony was held at the Hotel Montana, in the presence of Prime Minister Alix Didier Fils-Aimé, Minister of Public Works, Transport and Communications, Raphaël Hosty and several public and private sector actors. The interventions welcomed the strategic role of CONATEL in the development of telecommunications and the regulation of operators to ensure equitable access to digital services.
DG's speech: reforms and priorities
In his speech, Director General Hugues Prévillon recalled that, despite difficult times, CONATEL has always been able to preserve its reputation. He highlighted several strategic areas:
Strict registration of SIM cards in partnership with the National Identification Office (ONI) and mobile operators, to enhance security and transparency;
Combating cyberharassment and cybercrime, with a bill already in preparation;
Implementation of electronic signature, supported by a modern legal framework;
Improved quality of service through systematic monitoring of operators;
New legal and regulatory architecture to accompany the digital transition;
Resource mobilization and international cooperation to develop mobile telephony and Internet access.
For his part, the Prime Minister presented the government's three-priority roadmap: a robust digital ecosystem, the fight against cybercrime and full digital inclusion.
Technical panels completed the day, bringing together operators and experts on the challenges of universal access, quality of service and the key role of electronic signature in digital transformation.
