Delmas, 26 September 2025.- Almost 125 million gourdes of fuel for the National Solid Residue Management Service (SNGRS) disappeared between December 2021 and April 2024. In an explosive report, the Anti-Corruption Unit (ULCC) accuses General Manager Germain Paulémon and his deputy Max Alex Joseph of orchestrating a large-scale diversion of diesel, with the complicity of executives of the institution.
The investigation was triggered following the broadcast on WhatsApp of voice messages in which the Deputy Director General denounced his superior. Upon referral to the case, the ULCC commissioned a commission to audit administrative officials, analyse accounting documents and deal with internal reports on fuel consumption.
The results are instructive: out of 227.5 million gourdes disbursed for the purchase of diesel from Legacy Distribution, only 102.4 million were actually used for the operation of the SNGRS machinery and generators. The difference, i.e. 197,499 gallons of fuel, represents a dry loss of 125 million gourdes for the Haitian state.
At his hearing, Director General Germain Paulémon admitted that he had used the institution's fuel for personal purposes, stating that he considered this to be the case. « Normal ». His deputy, Max Alex Joseph, did not deny the facts and confirmed the existence of improper practices in diesel management. The Administrative and Budget Director, Bibiana Belizaire, is accused of having submitted a false report to cover the misappropriation.
In response to these revelations, the ULCC recommends the initiation of legal proceedings against the main perpetrators for misappropriation of public property, complicity and concealment, in accordance with the Law on the Prevention and Punishment of Corruption of 2014.
