Haiti: State and private hospitals seal historic partnership

Port-au-Prince, 31 December 2025. The Haitian health sector is on an important course. The Ministry of Public Health and Population (MSPP) and the Association of Private Hospitals of Haiti (AHPH) signed a five-year memorandum of understanding on December 18.

This commitment marks a new era of public-private collaboration to improve access to care for vulnerable populations. The signing ceremony brought together the Minister of Health, Dr. Bertrand Sinal, and the President of theAHPH, Dr. Charles Gérard Abel. The agreement establishes a structured cooperation framework for the next five years.

The protocol aims at strengthening mutual support between public and private health structures. This approach takes place in a context marked by strong economic and logistical constraints.

The agreement provides for easier access to medical inputs at preferential rates, including through the Essential Drugs Program (PROMESS).
In return, private hospitals undertake to apply solidarity rates for the most vulnerable. This will help to reduce financial barriers to access to care.
The agreement also formally integrates private hospitals into national immunization programmes and public health initiatives led by the MSPP.

Presented as a founding protocol, this agreement officially recognizes the central role of the private sector in the survival and strengthening of the Haitian health system. It reflects a common desire to unite all health actors around a coordinated response to the country's health challenges.
