Port-au-Prince, 29 August 2025.- On Thursday, 28 August, the Steering Committee of the National Conference officially transmitted the results of its work on the Constitution to the Transitional Presidential Council (CPT), in accordance with the decree of 17 July 2024. This project, together with a report of over 1,400 pages, is a proposal to end the country's long period of political transition.
In a letter addressed to the CPT, the Committee acknowledged the extreme difficulties encountered during the drafting of the text, including the worsening of insecurity, the rooting of poverty, massive population displacement, and the lack of logistical resources. These conditions made it impossible to hold consultations in certain areas of the country.
Despite these obstacles, a constitutional text has been drafted. However, the committee points out that the way of referendum, provided for in the decree, is not unanimous. Some argue for a Constituent Assembly, while a minority remains committed to the 1987 Constitution.
This letter, signed by former Prime Minister Enex Jean Charles, states that the Steering Committee will continue to work on other aspects of its mission. However, it expects the CPT and the Government to provide any additional information and explanation they may need in the further development of its mission.
