Haiti explores its future investment choices to structure preschool

Port-au-Prince, December 6, 2025.- Around a strategic table at the MENFP, the Ministry of Education and Vocational Training and its partners reviewed, on Friday, 5 December, the data from the National Preschool Survey, on the third and last day of the restitution workshop, to define investment paths and recall the need for all children aged 3 to 5 to access a pre-school education centre, in an atmosphere of collective history where public officials, experts and international representatives have confronted their visions in order to guide the future policy choices of a sub-sector still fragmented.

At the opening, Minister Augustin ANTOINE set the scene: « Whether the child is from a rich or poor background, he must have access to the same education. » For him, the data collected now allow « to give meaning and coherence to educational action ». A position shared by UNICEF representative Geetanjali NARAYAN: « We now have valuable information on the diversity, costs and challenges of the subsector. » These elements will form the basis for future policy decisions.

During the technical session moderated by Professor Alain MINGAT, the actors discussed possible scenarios to increase access to preschool and improve the quality of services. « The challenge is to ensure fair expansion while strengthening the sustainability of the non-public »summarized the representative of UNICEF. In closing the workshop, the Director General of MENFP, Yves ROBLIN, recalled one essential condition: « The quality of the data is there; Now the partners must support the national effort. »

This workshop marks a major turning point for Haitian preschool. Thanks to survey data and the mobilization of partners, the State now has a solid basis to guide its policy and financial choices. The objective is clear: to ensure that all children aged 3 to 5 have access to quality pre-school education, and to transform a long fragmented subsector into a coherent, equitable and sustainable educational offer.
