Grand Sud, August 18, 2026.- A mission of the Organization of Citizens for a New Haiti (OCNH), conducted from August 11 to 14, in the Grand-Anse and the Nippes, reveals significant shortcomings in the justice and civil status.
In the Nippes, the Court of First Instance in Miragoâne suffers from a lack of means of transport, regularly preventing the transfer and appearance of detainees, according to the CNSO. She claims to have identified cases of pre-trial detention ranging from five to ten years, compromising the right to a trial within a reasonable time.
The mission also reports the absence of judges and cases where clerks have performed acts within the jurisdiction of judges. The organisation calls for investigations and possible disciplinary sanctions.
Civil registration services are also in difficulty, particularly in Petite-Rivière-de-Nippes and Miragoâne. The Office lists at least 18 offices vacant at the national level and denounces the absence or incapacity of some officers, making it difficult for citizens to access identity documents.
In response to this situation, the Office for the Protection of the Citizen (OPC) calls on the Supreme Council of the Judiciary (CSPJ) to strengthen judicial inspections, the Office for the Protection of the Citizen (OPC) to intervene on prolonged detentions and the Government to strengthen the logistical capacity of the courts and fill vacancies in civil status.
