Representative of the PHTK, Linen Balthazar
Port-au-Prince, August 21, 2026.- Invited this Friday, August 21st on radio Magik 9, Liné Balthazar, representative of the PHTK, delivered a critical analysis of the ongoing electoral process. He claims that the party is not participating in the current process, considering that the conditions are not in place to ensure credible and transparent elections.
According to Mr Balthazar, the Provisional Electoral Council (CEP) remains responsible for the administration and organisation of elections, while the Executive must provide the legal framework, security and institutional support. However, the Committee considers that certain provisions of the Electoral Decree, including those relating to conditions of participation and registration fees, constitute obstacles to the process.
The leader of the PHTK also criticizes the current dynamics of voter registration. He questioned the CEP's ability to register sufficient voters within the time limits and considered that the pre-registration mechanism was an innovation which, in his view, was not necessary in view of the national databases available.
On the question of the independence of the CEP, Line Balthazar acknowledges that the Executive must not intervene in such a way as to compromise this independence. However, he stressed the need to amend certain provisions of the electoral decree before going to elections.
Finally, he denounced some inconsistencies in the distribution of voting centres, particularly in areas affected by insecurity. For him, the same criteria must be applied to all municipalities to ensure a fair and accessible electoral process for electors.
