The new director of the Artibonite police department, the CD Prévil Jean Castro
Gonaïves, September 21, 2025.– Less than a month after his appointment as head of the Departmental Directorate of the Artibonite Police, the Divisionary Commissioner Jacques Ader was dismissed. He gave his place to Commissioner Prévil Jean Castro. The news was confirmed this Sunday, September 21, 2025 by Radio Latibonit FM.
This change comes shortly after the assassination of Wilner Étienne, alias « Ti Wil », an influential figure in the Haitian political scene, notably known for its role in the events leading up to the departure of Jean-Bertrand Aristide in 2004. His death in Artibonite has deeply shaken the region, reviving already strong tensions.
Named on August 23, Jacques Ader had replaced Jean Frenel Beauvoir. His transition to the head of the departmental police was marked by several notable security interventions, notably in Lower Artibonite, where he had gained some popularity.

It should be noted that the police operation that led to the death of Ti Wil in the Gonaïves is a source of intense controversy. While the Departmental Director Jacques Ader talks about a judicial mandate that has degenerated, some residents claim that no mandate was presented and that the intervention was conducted by agents outside the city.
Witnesses even reported that Ti Wil was shot without resistance. Anger rises among the population, which denounces the « official lies » and questions the authorities' version, revealing deep mistrust of the police.
However, with the appointment of Prévil Jean Castro, the authorities rely on the continuity of security operations and the strengthening of cooperation between the various police units in the department. This rotation is part of the usual changes within the National Police of Haiti (PNH).
