We fully share the speech delivered by the President of the Presidential Council of Transition (CPT), Laurent Saint-Cyr, on the occasion of the official installation of the members of the Council of Higher Education and Scientific Research, on 14 January 2026. This speech, now available in this section, is a reference for understanding the state's vision and directions for scientific governance.
Madam, Members-Presidents, Prime Minister,
Ladies and gentlemen of the Government, Members of the Diplomatic Corps;
The Secretaries-General of the Presidency, the Prime Minister and the Council of Ministers,
Madam and Messrs. representatives of the academic sector
Mr President of the Council of Higher Education and Scientific Research,
Ladies and gentlemen of the Council, ladies and gentlemen of the press,
Distinguished Guests,
It is with a deep sense of responsibility and a sense of hope that I proceed today to the official installation of the members of the Council of Higher Education and Scientific Research.
Established in 2020, this Agency is the expression of a clear commitment to reform and modernization by the Haitian state. Today, the Transitional Presidential Council is delighted to give it full effect through the installation of this Council, thus opening a new chapter for higher education and research in Haiti.
In this sense, this installation ceremony is not merely an administrative formality. It constitutes a solemn commitment of the Haitian State to
- higher education and scientific research,
- youth and national development.
In a rapidly changing world, where knowledge, innovation and scientific research determine the power of nations, Haiti CANNOT remain on the margins.
The creation of this Agency reflects our desire to strengthen the governance of the university sector and to ensure that every student has a quality, recognized and opportunityful training.
It is also part of a clear vision: a modern, strategic and responsible state. A State that places scientific knowledge, research and innovation at the heart of its national development project, while guaranteeing the quality, academic freedom and academic autonomy enshrined in the Constitution.
I knew the time when Haitian diplomas were authoritative, where Haiti was both land of learning and land of transmission. A time when the road of knowledge was running in both directions: We left Haiti to learn, but we also came to study. This credibility has weakened in recent years, but it can be restored. It is precisely the historical challenge entrusted to you.
Ladies and gentlemen,
History teaches us that nations that invest in knowledge always rise. Haiti will be no exception. That is why the Agency's mission is demanding. It calls for rigour, independence of mind, integrity and vision.
Ladies and gentlemen,
You are now the guarantors:
- academic quality,
- the credibility of Haitian diplomas and
- the link between training, research and the real needs of the country.
L’État attend de vous un travail fondé sur la compétence, l’éthique et le dialogue avec l’ensemble des acteurs :
- universités publiques et privées,
- enseignants, chercheurs, étudiants,
- secteur productif et partenaires internationaux.
Je tiens à être clair : l’Agence nationale de l’Enseignement supérieur et de la Recherche scientifique n’est pas un instrument de contrainte. Elle est un outil de régulation au service de l’excellence, du progrès collectif et de la justice académique.

Vous avez été appelés parmi ce que notre pays compte de plus éminent et de plus respecté dans le monde de l’enseignement supérieur et de la recherche. Par votre savoir, votre probité et votre engagement, vous portez la confiance entière du Conseil Présidentiel de Transition et de l’État haïtien.
Devant vous se tient une jeunesse ardente, avide de savoir et d’exigence. Par la responsabilité qui vous est confiée, vous contribuez à bâtir une Haïti
- qui croit en l’intelligence de ses filles et de ses fils,
- qui honore la recherche et
- qui investit dans le savoir comme fondement de sa souveraineté et de son développement.
À travers vous, c’est toute une génération qui retrouve le droit de croire et d’espérer. Dans cette dynamique, j’invite les membres du Conseil de l’Enseignement Supérieur et de la Recherche Scientifique :
- à faire preuve d’audace et d’ambition,
- à ouvrir résolument l’enseignement supérieur haïtien aux partenariats économiques, scientifiques et académiques, tant au niveau national qu’international.
En présence de nos partenaires internationaux, je lance un appel clair à la coopération, dialogue et à l’investissement dans le savoir, car le développement d’Haïti passera aussi par l’intelligence, la science et l’innovation partagées.
Au nom de la République, je vous adresse mes félicitations et vous assure du plein soutien de l’État dans l’accomplissement de cette mission d’intérêt national.
