Port-au-Prince, 3 December 2025. On Monday 1 December, the Housing and Public Buildings Unit (UCLBP) concluded a strategic agreement with the Chinese firm Hongyuan Construction Company Limited (HCCL). This partnership aims to strengthen the technical capacity of the country, modernize the construction of housing and public infrastructure, promote the transfer of skills and support the development of structural projects for Haiti.
A key step towards the modernisation of the construction sector
LUCLBP takes a major turn by collaborating with HCCL, recognized for its international expertise in construction. The agreement was signed at an official ceremony at the UCLBP headquarters in the presence of the Director General, Engineer Claudy Eugene, and representatives of the Chinese firm.
According to the authorities, this agreement was concluded in a climate of transparency and mutual trust, with the objective of strengthening the capacities of the Haitian public sector. It includes:
-Training and transfer of skills between Haitian and Chinese professionals;
-Improving the quality of public infrastructure;
Development of strategic housing initiatives;
-The creation of sustainable jobs in the construction sector.
For Claudy Eugene, Director General of UCLBP: « This partnership is not just an administrative formality. It represents a desire to raise public services to a higher level, to build infrastructure according to solid standards, and to restore the state to the heart of the city. »
With this signature, the UCLBP affirms its will to open a new era in the reconstruction and urban development of the country, offering a more structured, modern and resilient future for the Haitian construction sector.
