Presentation of the « National Pact for Stability and the Organisation of Elections »Monday, 23 February 2026, received strong diplomatic support with the presence of Carlos Ruiz Massieu. The Special Representative of the Secretary-General of the United Nations in Haiti welcomed this agreement as a major political gesture, bringing hope for a country weaned from electoral contests since 2016. For the senior UN official, this consensus between the government of Alix Didier Fils-Aimé and the living forces of the nation represents a major step towards the restoration of democracy.
However, the head of UNIH said that it is now time for concrete action to transform the agreement into an institutional reality. In advocating for an impartial and efficient governance mechanism, Carlos Ruiz Massieu stressed the need to speed up the political process in order to conclude the transition. The ultimate goal remains, according to him, the peaceful transfer of power to elected authorities, a challenge that rests on the ability of the Haitian executive to guarantee a technical and security framework conducive to the holding of general elections.
